'No More Hazard' No More?

With reference to my post in May, the hazard at the vivocity bus stop had been removed and the small hole was covered using cement.

But look at it now:


If you look carefully, they apparently removed to cement and left the hole exposed again. I wonder what are they thinking. I don't see any purpose exposing the hole as it seems like there is nothing in the hole that they can open and check the cables. Furthermore, during rainy days, the hole accumulates water, I ain't too sure if it can dry fast enough not to become stagnant water and breed mosquitoes.
